Eligible health systems receive program funds and manage distribution to participating hospital sites. Compliance documentation is required at this layer.

Individual rural and critical access hospitals access funding through their health system subrecipient for approved capital, workforce, and population health investments.

RHTP funds are structured across three primary investment categories. 2-Nine Labs focuses primarily on Category J capital infrastructure.

Category J
Capital Infrastructure

Capital equipment, facility improvements, and technology infrastructure. Includes ceiling-mounted and mobile clinical equipment eligible under approved hospital budgets.

Workforce
Workforce Development

Recruitment, retention, training, and clinical workforce pipeline programs supporting rural health system sustainability.

Pop Health
Population Health

Community health programs, chronic disease management, preventive care, and health equity initiatives serving rural populations.

RHTP eligibility is determined by a combination of designation status, geography, and program participation. These are the primary indicators.

Rural or Critical Access Designation CMS-designated rural hospital or critical access hospital (CAH) with active Medicare certification.
Rural or Underserved Geography Located in a federally designated rural area, HPSA, or medically underserved community.
Active or Planned CMS Program Participation Current or anticipated participation in RHTP, ACO REACH, or related CMS alternative payment models.
Capital Equipment or Infrastructure Needs Documented capital improvement requirements — including clinical equipment, facility, or technology infrastructure — that map to Category J funding.
Health System Subrecipient Relationship Affiliated with or operating under a health system subrecipient that holds or is pursuing RHTP program funding.
